Web scraping is legal if you scrape data that is publicly available on the internet.
But you should be careful when scraping personal data or intellectual property.
example
a) read / get the DOM (HTML-Code) from Website
b) filter / get with some xPath (search) a list of items
List_of_settlements_in_Central_Province_(Sri_Lanka)
